The Disability/ Handicap Parking Abuse program is used to report a Massachusetts resident who may be misusing an RMV disability parking placard or HP plate. Disability placards and handicap plates give people special parking access based on a determination that they have a medical need for it.
If you are aware of an able-bodied person misusing a disability placard or HP plate, please download and complete the Disability/ Handicap Parking Abuse form. Misuse can come in several forms, for example:
- using someone else's disabled placard, or parking in a disabled spot with a HP plate and the disabled person not present
- using an expired placard
- using an old style Indefinite placard, which has not been valid for use since 2008
- making a counterfeit placard, photocoping, or altering an existing one
Please keep in mind that not all disabilities are visible to an observer (e.g., heart disease), so please file a Disability/ Handicap Parking Abuse only if you have some reason to believe abuse has taken place.
This form must be filled out completely and accurately for the violation to be investigated. You may be asked to provide additional information or to testify if the matter goes to a hearing.
