If the "ALL CIVIL INFRACTIONS" box is checked on the front of the citation, this means that all the violations for which you are charged are civil infractions. Within 20 days of the date of the citation, you must check one of the two boxes on the back of the citation:

  • check Box 1 to pay the citation, or
  • check Box 2 to request a hearing (appeal)

Sign and date the back of the citation where indicated, and mail the citation in the envelope provided.

If your citation contains more than one violation, you may request a hearing on any one or more of the violations. However, you may not pay any portion of the fine until those violations for which a hearing has been requested have been resolved. A partial or full payment of the fine will waive your right to a hearing (appeal) on the entire citation.

If you fail to return a Civil Citation within the 20 days allowed, with either Box 1 or Box 2 checked, you will be subject to late and release fees on the citation. You also waive your right to a court hearing. The Registry of Motor Vehicles will notify you by mail that you are in default and must pay these late and release fees. If you fail to pay the total fine due on the citation and the late and release fees within 30 days of the notice, the Registry of Motor Vehicles will suspend your license/right to operate or registration.

How to pay a Civil Citation

To pay a Civil (non-criminal) Citation, check Box 1 on the back of the citation:

BOX 1: I WISH TO PAY THIS CITATION

I am paying the "TOTAL DUE" shown as a final disposition of this citation, and I am waiving my right to a civil hearing before a court magistrate. I understand that such payment is an admission of responsibility for all infractions and any Registry action under the law, and may affect my auto insurance premium. I also understand that such payment is not an admission of guilt, responsibility or negligence in any other criminal or civil proceeding. 

You may pay a Civil Citation by mail, by Internet, or by phone.

To pay by mail: Sign and date the back of the citation where indicated in the Box 1 area. Keep a copy of the citation for your records.
  • Make your check or money order payable to MassDOT.
  • Be sure to write the citation number and your driver's license number on your payment.
  • Do not mail cash.
  • If your check is returned unpaid, you will be subject to driver license or registration suspension/revocation and substantial penalties.
  • Place your payment and the citation in the pre-addressed envelope.
  • Check off the payment box on the front of the envelope.
  • Write your name and address in the upper left hand corner of the envelope.
  • Apply the correct postage to the mailing envelope.
  • Mail to the address shown on the back of the citation.
If you are paying by mail, be sure to clearly write the citation number and your driver's license number on your check or money order. Do not mail cash.

How to appeal a Civil Citation (Instruction A from back of citation)

To appeal a Civil (non-criminal) Citation, check Box 2 on the back of the citation:
BOX 2: I REQUEST A COURT HEARING

I deny that I am responsible for the civil infraction(s) charged on this citation, and I request a civil hearing before a court magistrate. I understand that I must pay a $25 court filing fee before the court will notify me by mail of the date and time of the hearing and I must appear in court on the scheduled date and time. Place your $25 court filing fee and this citation in the envelope provided and mail it to the address below. Check off the hearing request/filing fee box on the front of the envelope.

To request a court hearing by mail: Sign and date the back of the citation where indicated in the Box 2 area. Keep a copy of the citation for your records.
  • Check off the hearing request/filing fee box on the front of the pre-addressed envelope.
  • Write your name and address in the upper left hand corner of the envelope.
  • Enclose the citation and a check or money order for $25 payable to MassDOT to pay the court filing fee.
  • Be sure to write the citation number and your driver's license number on your payment.
  • Do not mail cash.
  • Apply the correct postage to the mailing envelope.
  • Mail to the address shown on the back of the citation.
The envelope that comes with the citation should only be used to mail Civil Citations. Do not use this envelope for Criminal Citations.

Note: All requests for a clerk magistrate hearing are subject to a $25 court filing fee.

If you fail to send in the fee with your hearing request or if there is a problem processing your check or money order, the RMV will mail you a letter. The letter will confirm your request for a hearing and will contain the instructions for paying the fee. There are two ways to pay the court filing fee:
1. Pay online using RMV Online Services by selecting Pay Citation/Court Filing Fee Online. The $25 court filing fee may be paid by American Express, Discover, Master Card, Visa or Electronic Check.

2. Send a check made payable to MassDOT for the $25 court filing fee, along with a copy of the RMV confirmation letter, to RMV Citations-Payments, P.O. Box 55890, Boston, MA 02205-5890.

If you fail to pay the court filing fee by the date specified in the letter, you will have to pay your citation in full including late and release fees, lose your right to a court hearing, and your license/right to operate or registration will be suspended/revoked.

Once your request has been processed and your court filing fee has been paid, the court will schedule your hearing and will notify you of the date and time of your hearing by mail.
